Looks are a crucial part of the development of the website. Theres the old saying "looks aren't everything" They aren't but they sure do attract! In order to create and develop a successful site individuals first need to be drawn in. A Good skin will do just that.

actually I think looks is everything besides the content

because if you have a good looking web design / layout
there is a possibility that users stick around weather the content
is good or bad

but if you got a bad web design people won't stay for 1 second
and it doesn't matter how good the content is

Looks are initial, thats what i meant, however if the board sucks, no content, no activity, looks are surely not going to keep someone there on a board that doesn't move..going of what you said if the board has 0 active users but looks great, you will stay? doubt it.
